Just received:

This morning one of my purchase requests was to purchase new flags (US &
Texas) for our building. I went to my usual spot (I buy these twice a
year) and found this:
First, a word about the status of flags. By 5PM on that tragic September
11th, every flag manufacturer in
the country had sold out their flag inventories. The oldest and largest
flag manufacturer in the country,
Annin Flag, took a week just to enter all of their orders into their
computers. Most flag manufactureres are
just now shipping the orders they took on that first Tuesday.
The situation is so extreme that friends in the White House have even
been calling around the Austin area
looking for flags. We have even had requests from the office of House
Majority Leader Dick Armey. This
suggests that both military procurement and the General Services
Administration are out of flags. We are
getting an occasional small shipment of flags but are calling the folks
on our 500 person waiting list as
they come in.

The GSA is, as a matter of fact, out of flags. I did a quick google
search and found that the WFAA did a piece on flag shortage back in
March:
