I talked with someone who used to assist in a business like this and he said it is not a home type of business because of the chemicals and fire hazards. So, if you have a safe place to do it, do check the laws.

The owner went out of business when the laws were changed and made it impossible for him to continue there. He couldn't find another place to move to and the disposal of parts and chemicals became problematic. Be sure to do your investigation pretty thoroughly before investing is my advice.

Oh, also be aware that exposure, especially long term, to some of the products in the newer types of batteries especially, can be hazardous to your health.
