The only people allowed to vote are those that receive a government check of any sort. Senators, representatives, government employees, SSI recipients, SS recipients, food stamp recipients, and so forth.

These people will vote on whether to keep their checks coming in, or stopping all the checks.

That's what the forefathers should have done instead of that silly idea of a declaration of independence and a new constitutional government. "Listen King George, we're tired of all your rules and taxes and we'd like you to decide to stop all that and leave us the heck alone. What do you say, George?"
